To promote employment through sustainable economic development, the programme targets the demand side of the labour market, and works with a broad spectrum of stakeholders. For instance, it advises the Ministry of Trade and Industry on establishing employment-oriented, efficient and inclusive framework conditions for innovation in industries. In this context it strengthens the capacities of selected employees of the ministry and downstream institutions in areas of technology transfer, technology commercialisation and innovation. It also advises the ministry on the more efficient and effective organisation of the department responsible for promoting innovation. In addition, the programme promotes cooperative relationships with other stakeholders in the innovation system (in particular the Academy for Scientific Research and Technology). The innovation strategy for the industrial sector is being developed in dialogue with representatives of the scientific research community and industry.
