Welcome and Introduction
Engineer Ahmed Abdel Razek is the Chairman of the Industrial Development Authority (IDA) affiliated to Egyptian Ministry of Trade and Industry. IDA was established as general economic authority responsible for: 1) Enhancing Industrial Sector Investments, 2) Implementing Industrial Policies set by the Ministry and its Affiliate, 3) Facilitating and Simplifying industrial licenses’ procedures and 4) Setting and Implementing Policies on developing lands for industrial purposes to investors. He is the Chairman of Industrial Lands Development and Infrastructure Fund and a Board Member in:
- Industrial Modernization Center (IMC)
- Industrial and Mining Projects Council
- Arab Authority for Industrialization.
- Nuclear Materials Authority
- Industry and Trade Council
Prior to this role, he held a number of strategic business positions in a number of multinational companies around the world for about 35 years related to Strategic Sourcing, Planning, Contracts and Global Procurement Scopes, Strategy Development and Supply Chain Management. He received his BSc in Civil Engineering from Faculty of Engineering Cairo University in 1982. He held leadership positions in Shell, most recently Strategy & Planning Manager for Basra Gas Company during (2012-2016). Previously, he worked for 8 years in Sell Africa Downstream (SOPAF) in many leadership position including: Africa CP Corporate Strategy Manager, Africa Regional Procurement Manager and Africa CP Streamline Project Lead.
He was assigned his current role as IDA Chairman in October 2016 to lead the institution’s overreaching objective of Supporting the creation and expansion of industrial projects in-line with the national plans for sustainable development, resource efficiency and high value-added industrial output. Relatively, Eng. Ahmed received “Business today 100" award for the most influential figures in Egyptian Economy for 2017 in the honor of his efforts in the field of Industrial Development.

Smail Alhilali has background in the field of environment and technology. He is an industrial development officer within the department of environment of United Nations Industrial Development Organization (UNIDO) in Vienna, Austria. Since 2007, he has been responsible of the implementation of resource efficient and cleaner production related projects as well as eco-industrial parks development in developing and emerging countries.
Mr. Alhilali holds a master degree on mechanical engineering (Morocco, 1993) and a master degree on nuclear safety engineering (France, 1994). An international framework for Eco-Industrial Parks
Etienne Kechis a Senior Private Sector Specialist at the World Bank Group and leads the Climate Competitive Industries (CCI) product in the Finance, Competitiveness and Innovation Global Practice. CCI works with governments to provide industry solutions that help mitigate climate change in industries and helps them become more resilient and competitive. Prior to this work, Etienne was a specialist on special economic zones projects at the International Finance Corporation. These projects helped improve the legal and regulatory framework governing SEZs in order to generate private sector investments into their development, management and promotion.

Franziska Kohler acquired an interdisciplinary study background covering business administration, British, American and European studies, as well as the management of natural resources in Copenhagen, Paris and Berlin. Currently she is further pursuing a MBA with a focus on renewable energy. Since joining GIZ in 2013, Franziska has laid her focus on the topics of renewable energy and sustainable industrial production. Currently she is adviser stationed at GIZ India working on sustainable industrial production. Franziska has taken over the role of speaker of the Sustainable Industrial Areas Working Group with member projects from around the globe in 2017.

Tarek Kabil is currently Minister of Trade and Industry of Egypt. Previously he was Partner in Abraaj Group and Head of the Performance Acceleration Group for MENA, Turkey and Central Asia, where he lead performance improvement for more than 40 companies. Previously he held leadership positions in PepsiCo for 18 years, most recently the President of PepsiCo International for Middle East and Africa (MEA) for beverages and snacks, and President and CEO for MEA and South East Asia for International Dairy and Juice Co. joint venture between PepsiCo and Al Marai Co. He joined PepsiCo as Technical Director for Egypt and North Africa in 1994 and subsequently Franchise VP for North East Africa in 1997. In 1999, he took on the role of Chairman of the Board and CEO of the company’s newly acquired business in Egypt. In 2002, Tarek Kabil’s role was expanded to include North Africa franchise countries and snacks business. The following year he was promoted to North Africa BU General Manager. In June 2006, he was nominated VP of operations for MEA. He was promoted again as President for Middle East and Africa region in 2007. Prior to PepsiCo, he worked for 12 years at Procter and Gamble (P&G). He started in 1983 in Albany Georgia as a Mechanical Engineer and then held progressively senior management positions; including leading the start-up of P&G paper business in GCC in 1984. In 1987, he won the P&G World Class Manufacturing Award for best performance. In 1992, he moved to Egypt as Plant Manager, and then was promoted to Product Supply Director.

"International/regional employment strategies for industrial areas"
Before completing her PhD in International Political Economy at Goethe University Frankfurt, Dr. Stefanie Slaoui-Zirpins has been working as a scientific assistant and as a lecturer. Furthermore, she contributed to an international research project of the European Commission’s DG Employment, Social Affairs, and Inclusion, comparing the restructuring processes in different emerging economies. The focus of her dissertation was on local economic policy in Morocco, particularly on polities, politics, and policies of interest mediation to establish a sector for the offshoring of services in the city of Fez. She awarded a scholarship from the Friedrich-Ebert-Foundation.
From August 2014 until July 2016, Dr. Stefanie Slaoui-Zirpins has been working as a portfolio manager at the GIZ country office in the Democratic Republic of Congo. Therefore, she gained considerable experience in country planning, country management and quality management. Additionally, she has been charged with the enlargement of the priority area "Financial System Development" to "Sustainable Economic Development" and with measures on stabilisation in Eastern Congo.
Since August 2016, she is working as an advisor in the sector project "employment promotion in development cooperation", giving advice on employment promotion to the German Ministry of Economic Cooperation and Development as well as GIZ’s projects in the field. Her main areas of work are employment oriented private sector promotion and industrial policy, employment promotion of women and in rural areas as well as the assessment of employment effects.

Peter Van Rooij is the Director if ILA Decent Work Team for North Africa and Country Office for Egypt and Eritrea since 15 January 2015. Prior to his current assignment, Peter Van Rooij worked as Country Director of the ILO Jakarta Office responsible for Indonesia and Timor-leste since 2010.
Since joining ILO in 1995, Mr. Peter Van Rooij has served in development project and activities related to employment and microfinance and worked as Advisor to the Bureau for Employers´ Activities in Geneva.
Before joining the ILO, he worked as Field Implementation Officer at the United Nationas Capital Development Fund (UNCDF) in Khartoum, Sudan.

Dr. Al-Sakka obtained her B.Sc in Chemistry, with specialization in Clinical Chemistry, from the American University in Cairo, 2001. Al-Sakka was awarded her MSc and PhD degrees in 2008 and 2012 respectively, in Organic Chemistry from Cairo University. Al-Sakka joined AUC as an adjunct assistant professor at the Department of Chemistry since 2012 and has several peer reviewed international publications. Al-Sakka is a member of the American Chemical Society (ACS) and is serving as a scientific reviewer for Medicinal Chemistry Researchg and European Journal of Medicinal Chemistry. Her research interests include synthesis and antitumor evaluation of hydrazide-hydrazone derivatives and quinazolinones with medicinal importance. In 2014, she co-founded Bubblzz Bath & Body Care Company which uses Kitchen Chemistry to reinforce the use of wholesome and natural ingredients. Products are made from scratch and are formulated from organic oils, essential oils and aromatic fragrances and are free from harsh chemicals and include bath, body and hair care products.

Amirah El-Haddad is a senior Economist at the German Development Institute’s Stabilization and Development in the Middle East and North Africa project and Professor of Economics at the Faculty of Economics and Political Sciences (FEPS), Cairo University. She has previously worked at the American University in Cairo, and the British University in Egypt and has had visiting positions at Georgia State University and Stanford University. She specialises in industrial policy in the middle east, notably Egypt. She has published papers and reports on firm behaviour and dispute resolution in the textiles and clothing industry, gender wage discrimination, welfare effects of institutional and regulatory reform in public utilities particularly the telecommunication sector, and on the political economy of the Egyptian auto industry. She has recently authored an ERF report on industrial policy which covers Egypt’s industrial policy over the past sixty years. She has taught courses on econometrics, microeconomics, industrial organization, governance, institutional economics, and research methodology in applied economics. In addition, she is a Research Fellow of the Economic Research Forum and serves on the board of a number of organizations. Professor El-Haddad holds a PhD in Economics from the University of Maryland at College Park (2005), during which time she also worked for the World Bank in Washington D.C. Her Ph.D. research was supported by a USAID scholarship and a U.S. National Science Foundation (NSF) grant.

Dr. Rainer Engels is Economic Policy Advisor in the Sectoral Program Sustainable Economic Policy and Private Sector Development. He is a senior consultant, with 15 years of experience within GIZ, the German implementing agency for international cooperation of the German government and about 8 years in civil society. His main expertise is in economic policy, private sector development, trade and investment, with special emphasis on industry in general and on the food, pharmaceutical, light industries, renewable energies and services sectors, among the latter especially business consultancy services, creative industries and quality infrastructure. His regional experience is mainly related to the transformation economies in Eastern Europe, the Southern Caucasus and Central Asia, to Eastern Africa including Ethiopia, and the Caribbean. He is agricultural scientist by education, with a focus on organic agriculture, agricultural trade, hygiene standards and intellectual property rights. Since 2016, he is based in Bonn, Germany.

Dr. Farid Hegazy joined the ILO as Global Coordinator of the Enabling Environment for Sustainable Enterprises within the Enterprises Department in May 2012. Among his various responsibilities as Global Coordinator, Farid oversees enabling environment work in South-East Asia, the Balkans, Europe, the Arab states and Africa and oversees the Enterprises Department’s work on enterprise formalization. Farid was involved as expert in the development of Recommendation 204 on the Transition from the Informal to the Formal Economy and regularly acts as trainer and resource person. He was also involved as expert in the development of Recommendation 205 on Employment and Decent Work for Peace and Resilience Recommendation. Since 2012, he also chairs the Donor Committee for Enterprise Development’s (DCED) Business Environment Reform Working Group, where he is called to engage with a multitude of international development agencies and donors working on private sector development to determine and share trends and developments in business environment reform and enterprise development. Half German and half Egyptian, Farid began his career 18 years ago working for the German-Arab Chamber of Industry and Commerce. Since, he has worked twice for the German Development Cooperation (GIZ, previously GTZ) in the Arab region in the early 2000s and later in Rwanda. In between he also worked for the European Commission as Programme Manager. Farid did his undergraduate studies in Business Administration and Economics and holds both a Master’s and a PhD in Development Studies.

Elisaveta Kostova is a Sustainable Textile Advisor for GIZ in Ethiopia. The project is aiming to strengthen social and environmental standards in the Ethiopian textile sector. One of the main project partners is the Industrial Park Development Corporation which has already established two parks solely for the manufacturing of textiles and garments in the country. At least two more are to follow in 2018, thereby promoting Ethiopia as the "Sustainable Textile and Apparel Hub in Africa".
Elisaveta’s professional experience counts 7 years in private sector development around the topics of Markets for the Poor (M4P), Public Private Partnerships (PPPs), value chain development, access to finance, fund development/management and export/trade promotion. In her career she has been mostly employed for the German or British governments in Yemen, Bangladesh, Afghanistan and since 2014 in Ethiopia.

Hoda Mahmoud is a young professional with five years of experience in International Development Cooperation and Corporate Social Responsibility (CSR). Having worked in the private sector and development cooperation, Hoda grew an interdisciplinary expertise in the fields of Private Sector Development, Inclusive Business, CSR, Impact Entrepreneurship and Women Economic Empowerment with a strong focus on cooperation with private sector.
Hoda started her professional career as a Corporate Citizenship Programs Coordinator at Microsoft Egypt, where she managed projects related to Microsoft corporate initiative “YouthSpark” focusing on youth employability and career mentoring. Later on, Hoda joined the GIZ as a Project Manager with the GIZ Responsible and Inclusive Business Hub (RIBH) in Egypt and then in Jordan, through which she led and implemented projects on the promotion of green & inclusive business models and support of small growing businesses and startups mainly in areas of renewable energy and agribusiness with a regional focus on the MENA region. Currently providing technical advisory on private sector cooperation, as an Advisor for Private Sector Partnerships with the GIZ project Enhancement of the Egyptian Dual System, aiming at strengthening the role of private sector in the Dual Technical Education System in Egypt and materializing partnerships among the private sector, the Ministry of Education and Technical Education, and the GIZ in Egypt.
Hoda has been working for the German Development Cooperation (GIZ GmbH) since late 2014 in Egypt and Jordan. Hoda earned her BSc degree in Business Administration from Cairo University with a specialization on Strategic Management and Entrepreneurship.

Mohamed E. Morsy currently oversees the investment activities of Finance in Motion ("FiM") in Egypt, Iraq and Yemen. FiM is a German asset management firm, based in Frankfurt, with 15 offices around Europe and the MENA region. FiM is the fund advisor for EFSE, the largest fund for MSMEs (micro, small and medium enterprises) in the world, with assets under management exceeding euro 1.3bn. Mohamed is mainly responsible for the Egypt operations of the SANAD fund for MSMEs as well as the Green for Growth Fund. He is also heading FiM’s Egypt office
Mr. Morsy has extensive experience in the areas of investment banking, credit risk management and corporate lending, both locally and regionally. Before joining FiM in 2012, Mohamed was an investment banking manager at Prime Capital (2011-2012) and a corporate lending manager at Egypt’s second largest private bank - Arab African International Bank (2005-2010).
Mohamed holds a Masters in Investment Banking and Islamic finance from Henley Business School (UK) and MBA from the University of New Brunswick (Canada). M. Morsy is also a Chartered Islamic Finance professional and is currently working towards his Chartered Financial Analyst ("CFA") Designation. Mohamed has received extensive training in the area of corporate credit, intensive bank analysis, leasing, corporate valuation and restructuring from AAIB, Fitch Ratings, ABN Amro, Arab Academy, and University of New Brunswick.

Dr. Nguyen Thanh Hai, born on 3th. September 1956 in Haiduong, Vietnam. He studied Economy at the TU Dresden, Germany bevor began his career as research fellow at an economic research institute and as an economist in Hanoi, Vietnam. In the 90’ies he worked a scientific assistant at FU Berlin and became Ph.D. with professional specification on central banking and monetary policy. 1999 he joined GIZ as a senior economist and led 2 projects of GIZ in Vietnam: "Reform of the banking system in Vietnam" and "Establishing the People Credit Funds System". Working 10 years then on the GIZ Program "Macro Economic Reform" he supported the Central Bank of Vietnam (SBV) on the fields monetary and exchange rate policy, financial stability, banking supervision, risk management and finance market, the ministry of finance (MoF), state securities commission and 2 stock exchanges in Hanoi (HNX) and Hochiminh City HoSE) to develop the bond and derivatives market. He is also lecturer on monetary policy and financial market on the executive training for leading staff at the banking school of Central Bank of Vietnam. At the moment Dr. Hai is working in the component "reform of green finance sector" of GIZ Program "Macro Economic Reform/Green Growth" in Vietnam. Cooperating with Vietnamese Partners as SBV and Vietnamese Banks, MoF, SSC, HNX, HoSE, Ministries for Planing & Investment; for Environment and German Partners as Finance and Goethe Schools in Frankfurt, Commerzbank, KfW, Deutsche Boere Group but also UNEP FI and GCF creating a finance policy framework for green growth and developing green project catalogue, pilot green credit programs, developing green bond and issuing of municipal green bond and sustainable index for capital market in Vietnam. Dr. Hai is working also with central bank and IFC in Hanoi, Vietnam for applying the ESRM in the Vietnamese banking system. He is lecturer on a series of trainings on green bank and green credit. He is active on a further project to establish a green finance credit fund under the roof of central bank of Vietnam.

Hannes Utikal is editor-in-chief of the Journal of Business Chemistry – the Academic Journal for Management Issues in the Chemical Industry (www.businesschemistry.org) and Professor for Strategic Management and Sustainability at Provadis School of International Management and Technology in Frankfurt (www.provadis-hochschule.de).

Shahira Wassef is as an Advisor for the GIZ since June 2017. She has been working for the “Employment Promotion Project” in the Alexandria office. She is mainly in charge of building capacity of the Regional Labor Market Observatory (RLMO) team, which gathers and analyzes labor market information and overlooks the conduct and quality of yearly reports produced by the RLMO. Through those reports she also helps identify potential Active Labor Market Projects.
Shahira holds a Master Degree in Public Affairs from Sciences Po Paris (2014-2016) with a specialization in Economic and Territorial Development. During her studies in Paris she acted as a capstone consultant to Amnesty International East Africa (Nairobi Office) studying Amnesty International’s role in East African Elections. Prior to this, she worked at the Ministry of International Cooperation in Cairo as an Economic Researcher in charge of cooperation with Germany. This came after her Bachelor studies in Political Science in both Germany and Japan, where her focus has since then been on development. She spent a year in Tokyo, Japan (2010-2011) studying at the School of International Liberal Studies at Waseda University. She has also conducted field research in Johannesburg (2015) on Local Economic Development through SMMEs in the tourism sector. In 2017 she assisted the analysis of data on Egypt’s Business Environment with the Alexandria Business Association. Shahira speaks Arabic, English, German and French fluently and has basic knowledge of Japanese and Italian.

Hayder Al-Bagdadi is the head of the two GIZ programmes "Promotion of the Microfinance Sector in the MENA Region (MFMR)" and "Promotion of Access to Financial Services for SMEs in Egypt (PAFSME)". Prior to his current position, Hayder worked for the Alliance for Financial Inclusion (AFI) as a Policy Manager in the areas of digital financial services and SME finance. He also managed AFI’s policy grant portfolio for the Pacific, Asia, and Eastern Europe.
Before AFI, Hayder spent eight years at GIZ working on financial system and private sector development issues. At GIZ Headquarters' in Germany, he was an Advisor in the Financial System Development (FSD) Unit of the Economic Development and Employment Department responsible for GIZ’s FSD programmes in Asia. Prior to this, Hayder served as a Project Manager in private sector development programmes in Indonesia, Bosnia and Herzegovina. His career began focusing on microfinance at GIZ Headquarters' in Germany"

Dalia Abd-Allah is an Egyptian professional with 15 years of experience in management, business development, business strategy, economics, and international cooperation.
Dalia is currently working as the Head of Business Innovation (BI) Component at the Egyptian-German Promotion of Small and Medium Enterprises (PSME). From 2008 till 2015, Dalia was managing Danish Business support Program at the Danish Embassy in Egypt, through which she has advised and contributed to the establishment of several Danish-Egyptian business partnerships in Egypt in food & agriculture, aquaculture, logistics and transport, consumer goods, ICT, renewables and environment sectors.
Previously, Dalia has also worked for 4 years with the Egyptian Minister of International Cooperation as Desk Officer in charge of Egyptian-EU economic cooperation files, including European Commission, European Investment Bank and European Bank for Reconstruction and Development.

Alia El-Mahdi Ph.D. is currently Professor of Economics in Faculty of Economics and Political Sciences, Cairo University, and CEO of Egypols.
El Mahdi was the previous-Dean of FEPS, director of the Center of Economic and Financial Research and Studies (2005- 2008) and the Vice president of MSA University (2004-2005).
Area of specialization is in the fields of labor market studies, especially the informal labor, and the Micro and Small Enterprises dynamics and performance, as well as several research studies on the macroeconomic policies, FDI, industrial policies, education, social protection in Egypt and the Arab countries.
Professor El Mahdi has published numerous papers and chapters in books published internationally as well as regionally and in Egypt. She also led numerous research projects in various fields of socio-economic research. In the last fifteen to twenty years, she led teams of researchers and conducted over 30 socioeconomic surveys for different domestic agencies/ ministries and research centers as well international organizations. She was in charge of leading a team, which undertook over 2000 political polls during the last 15 years. She acted as consultant and policy advisor to several ministries and international organization such as ILO, UNDP, UNICEF, WB, ADB, UNIDO, Brookings Institute, ESCWA, JAICA, Friedrich Ebert Stiftung, Konrad Adenauer Stiftung, GIZ, Arab Labor Organization, etc.
